This scenario began in the courtroom of the City of Campbell, and involved an individual who had just been convicted of armed robbery. He overpowered an officer, taking his weapon, and escaped to the front of the building. During the negotiation process, officers learned that he intended to visit his mother who was in a nursing home.

Two sites were chosen for the nursing home. One site is located directly behind city hall, while the other is located a block east. While walking the area, officers had to determine the perpetrator's intentions for the weapon, choose the most effective route to take in order to secure the perimeter and subdue the individual, while taking into account not only their safety and that of the escapee and his mother, but the safety of citizens in nearby homes and local businesses.

The officers were divided into groups of three. While three groups were sent to one location, the other groups were sent to the other location. Each group was then asked to sketch what they believed was the most effective way to accomplish the above, and to explain their strategy to the instructors and other groups.
